How to own a hoarding in Delhi: the MCD process and reality check

If you are an advertiser considering your own hoarding structure, buying a frame is the easy part. The hard part is securing the right to use it safely and lawfully. In Delhi, do not invest in steel or sign a site lease until the property, jurisdiction and permission route are confirmed in writing.

First, identify what you are trying to install

A sign for your own business and a third party commercial hoarding are not the same thing. MCD publishes an online route for self signage. Its service page asks for occupancy or ownership proof, establishment proof, an affidavit, relevant product approval and site photographs. It also notes an Airports Authority of India no objection for a location in the red zone on the colour coded zoning map. That does not automatically authorise a commercial advertising structure.

Confirm the land and authority

Get a lawyer and a structural engineer to examine the title or lease, the building owner's written consent and the local authority with jurisdiction. A site may involve MCD, NDMC, DDA, PWD, DMRC, NHAI or another landholding agency. Public assets are commonly offered through tenders or concession arrangements, not by simply applying for a private licence.

Build the approval file before you spend

• Property right or lease, plus the owner's written permission for advertising use.
• Site plan, dimensions, elevation and setback from road and utilities.
• Structural stability design and certificate from an appropriately qualified engineer.
• Traffic safety, fire, electrical and aviation clearances where the authority requires them.
• Insurance, contractor safety plan and a maintenance plan.

Apply only through the current official route

MCD's published policy material explains that outdoor advertising is regulated around structural and traffic safety, and that fresh hoardings at hazardous locations are not allowed. Rules, forms and authorities can change. Take the final file to the relevant Advertisement Department and obtain the precise current process, fee and permission conditions before construction. Treat this as a commercial and legal due diligence project, not a quick application.
